In an RPG, do you want to level up, or do you want to be as powerful as you wanted to be from the beginning?

It's more important that the various strengths of characters be differently represented mechanically than it is that PC's are able to progress through them.

I think that leveling up is fun. New strengths and powers are something to look forward to.

It also gives some small level of ballance to the characters, and keeps you in the same ballpark as everyone else. Experts in the game could probably ballance characters better, or wouldn't need the ballance, but for new players it's pretty important.

oddly enough, it depends on the system for me. D&D, I don't mind levelling, but I've found in Exalted I have a burning desire to be really close to my character's concept from the get-go, power-level wise.

I have found both to be fairly enjoyable from the perspective of a player, much like phoenix_hawk.

Leveling up is fun, because it provides mechanical bonuses and treats relative to your time investment in the game. This is a powerful inducement, as MMOs have shown. Your character also gets a chance to grow (hopefully in a way relating to their experiences) and change as events happen. This can be vital to some characters, the common farmboy to hero story for example.

The benefits of being as powerful as you want from the start is that you can play the character you want without having to wait. Playing the greatest swordsman in the world or the scientific expert on time-travel isn't limited by the game's "level" or such.
